MEET THE FOUNDERS AND PARTNERS OF SUNRISE, FSP INC.
Sam Kimbrell born and raised in South Texas.
Began Public Safety career as a student in 1977 in Aransas Pass, TX working in EMS. Went from an entry level ambulance attendant to paramedic and ultimately serving as an operations director and consultant for multiple air and ground-based EMS systems until 2010.
Worked in Correctional Healthcare and transitioned into a full time correctional and transport officer achieving rank of Captain until 2013.
Began Military Career in 1982 as a Combat Medic and ended as a Military Police Officer. Served with the Army, National Guard and State Guard until 2007. Served for a brief period in the Civil Air Patrol as a Cadet Squadron Leadership and emergency services Officer.
Began Private Security Career in 2004. Worked as an armed Officer as well as a Private Investigator. Held positions as a Site Manager, Chief of Security in a Healthcare setting, and as a company Operations Chief until 2023.
Began working in Prisoner Transport full time in 2011 as an Extradition Agent. Appointed as the Chief of Operations for United States Fugitive Apprehension and Transport and currently serving as the President & CEO of Sunrise FSP/United States Prisoner Transport.
Have served in positions as an instructor/examiner for EMS and Military programs, in roles as Safety and Incident Management Officer, Quality Control Officer, as a military Squad, Team and Platoon Leader, Company Commander, Battalion Operations Officer and Executive Officer.
Have received multiple awards to include, Emergency Services, Faithful Service, State Service, Meritorious Unit, Governors Unit, Unit Excellence and the Commanding Generals Individual award, as well as multiple individual service, training and achievement awards in both civilian and military service.
Greg Baron was born and raised just outside of New York City, where he worked as an Emergency Medical Technician until enlisting in the United States Navy in 1992. During his 8 years of service as a Hospital Corpsman, he served aboard the USS Wasp (LHD-1) as well as various shore commands. He was a part of both IFOR and SFOR during the Serbian conflict in the Bosnia-Herzegovina region where he was attached to the 26th Marine Expeditionary Unit during ground operations. During his time in service, he earned the Navy Achievement Medal for actions during an at sea disaster on board the Maersk- Sea land Mariner in the Mediterranean Sea. He was also awarded Junior Sailor of the Quarter in 1998 while stationed at Naval Air Station, Kingsville, Texas.
After Military Service, he began his career in law enforcement in 2000 with the Kleberg County Sheriff’s Office as a Corrections Officer and volunteered with the Ricardo Fire Department until the terrorist attacks on September 11, 2001. At that time, He was sanctioned by the Kleberg County Judge to form a team of first responders from surrounding agencies, and upon request of the Village of Mamaroneck (New York) Fire Department, led a contingent of firefighters and EMT’s to ground zero, World Trade Center, and participated in the recovery of casualties from the rubble. For his actions, he was awarded Firefighter of the Year for Ricardo Fire Department.
Upon returning from New York in November of 2001, he began work with Nueces County Sheriff’s Office as a Corrections Officer until entering the Del Mar Regional Police Academy in 2008, where he earned his TCOLE Peace Officer License. He then served briefly with the Refugio Police Department until transferring to Beeville Police Department in 2009.
While serving with Beeville Police Department, he achieved the rank of Detective Sergeant, commanded the ATV Division, the Hostage Negotiation Team, was the Firearms Instructor and Range Master as well as the department TCOLE Instructor. He also served as Patrol Sergeant. While serving as a Patrol Sergeant, he responded to a critical call and for actions taken on scene, he was presented with a Gubernatorial Commendation, given by Governor Greg Abbott personally at the Bee County Expo Center in Beeville.
During this time, he also volunteered for the Beeville Volunteer Fire Department and over the course of 10 years, served as Company Lieutenant, Company Captain, and was also awarded Firefighter of the Year in 2014.
After leaving Law Enforcement in 2019, he began working for United States Fugitive Apprehension and Transport where he was the Captain of Operations. In 2023, along with his current partners, formed Sunrise-FSP, Inc which is the parent corporation of United States Prisoner Transport.
Greg holds several operational as well as instructor licenses through Texas Department of Regulatory Service, Texas Department of Public Safety, and the NRA. He is a Firearms Instructor, he is licensed to teach the License to Carry class. He is also a licensed Private Investigator and also holds a Level 3 Private Security License.
Melissa Riley, Chief Financial Officer
Melissa Riley, a lifelong native New Yorker, graduated from Maria Regina Catholic High School and attended State University of New York, Westchester. Shortly after, she began work at the entry level at Scarsdale Security as an Accounts Payable clerk.
Over the next 30 years, Melissa worked her way up the corporate steps while continuing her education and experience, eventually becoming the Chief Operations Officer of the entire company. She obtained extensive experience in corporate financial management and through diligent commitment, managed a multi-million dollar company through the financial decline of the Covid-19 Pandemic while developing a plan for employees to effectively meet the company requirements while working remotely. As a direct result, the company not only survived the pandemic, but continued to thrive.
Melissa is an expert in personnel management with the experience of direct supervisory responsibility of over 300 people, spread all across the country. She is adept at corporate compliance and licensing and successfully led the corporation to continuous operation without sanction.
Melissa is gifted in the area of customer service, having developed an extremely effective method for analyzing customer needs and finding solutions that leave the customer satisfied while instituting new operational algorithms to prevent the reoccurrence of the same issues.
Melissa’s personal accolades include Employee of the Year, which she won twice. She received the “President’s Award” from the Corporate President, and frequently served as Acting CEO.
Melissa brings that corporate knowledge and experience to Sunrise FSP as the Chief Financial Officer and also serves as the Corporate Liaison for United States Prisoner Transport, where she holds the rank of Deputy Chief.
